The NOAA Office of Human Capital Services (OHCS) Retirement and Benefits Counseling Branch (RBCB) is a high touch counseling model that serves 12,000+ NOAA employees. The HR delivery model work duties and responsibilities of the RBCB Specialist include but not limited to benefits counseling, counseling/transactional retirement related items such as HR Connect Retirement PAR actions, GRB case development, e-OPF case review, retirement packages for NFC/OPM, labor intensive multiple retirement estimates, FERCCA cases, disability cases, death cases including lump sum payments, and special project.
