Description
The purpose of this contract is to obtain Contractor support for the Department of Homeland Security (DHS), Federal Emergency Management Agency (FEMA), Office of National Continuity Programs (ONCP) Directorate to execute FEMA's role as Executive Agent for Federal Executive Branch (FEB) and FEMA-internal continuity programs. This includes applying specialized subject matter expertise in multi-security domain, multi-stakeholder continuity plans and operations. In addition, this contract shall provide analytic support for the Continuity Readiness Center s (CRC) Watch and Analysis Section. The CRC is the Federal Executive Branch s operational coordination and information sharing center for executive branch decision support, information and intelligence analysis, and continuity information analysis. The CRC provides the Federal Emergency Management Agency s (FEMA) Assistant Administrator for National Continuity Programs (AANCP) with decision support tools, situational awareness, and threat analysis specifically related to continuity.
The Contractor shall assist NCP CID in reviewing, developing, revising, socializing, implementing, and disseminating continuity-related documents, including, but not limited to concepts, plans, procedures, strategies, studies, agreements, briefings, and memoranda. Continuity materials may be
reviewed, created, modified, and maintained across all government security domains. Research, factfinding, and engagements to ascertain relevant information will require interface with government and contractor personnel from all branches of the Federal government, all FEB departments and agencies,
the White House, and non-Federal subject matter experts. Products will be developed using a variety
of office automation applications, but predominantly word processing and presentation software. The Contractor shall assist FEMA in refining continuity management plans and guidance, based on capabilities assessments and any new or revised guidance or requirements levied by the Executive
Office of the President or the National Security Council; and in further developing internal continuity plans and derivative and supporting procedures, based on capabilities or vulnerability assessments, testing results, and corrective action programs, to enhance continuity capabilities. The Contractor shall
furnish all appropriate professional, technical, analytical, and support personnel and services necessary to complete this contract. Expertise is required in all aspects of continuity planning, including organizational continuity of operations; coordinated multi-agency, multi-branch continuity plans; devolution of operations; distributed operations; and reconstitution.
