Description
The DHS Office of the Chief Human Capital Officer (OCHCO) leads efforts to support specialized human resources support across the DHS enterprise. Contractor support is needed for ongoing customized talent acquisition and management services based on work completed by DHS and performed by prior contractors. Required services will cover several categories of work: Strategic Programmatic Growth and Accountability, Talent Management Support, Customer Experience/ HR Services Support, and Program Surge Support. The task structure was created to permit a limited portion of the activities identified as CORE tasks to begin, with Optional and Surge Contract Line Items for these categories to allow DHS to increase the number of support staff, adjusting the level of expertise provided across all sub-activities, and specifying technical areas of inter5est described as Sub-tasks within this contract. CORE tasks focus on OCHCO's efforts leading a cross-Component effort to implement and manage a new cybersecurity-focused personnel system, the Cybersecurity Talent Management System (CTMS), as authorized by the Border Patrol Agent Pay Reform Act of 2014 (P.L. 113-277), which added a new section (codified at 6 U.S.C. 658) to the Homeland Security Act of 2002. The Secretary s authority allows for a variety of talent management flexibilities, including alternative methods for describing jobs, conducting hiring, and compensating employees. Now that CTMS is fully implemented across an initial number of Components, the Department seeks to maximize intentional use of CTMS and increase Component adoption; continue to use CTMS to cultivate a highly skilled and diverse DHS Cybersecurity Service; and streamline CTMS operations to enhance customer experience for applicants, DHS-CS employees, and Component leaders. Optional sub-tasks support emerging requirements including issues specific to diversity and inclusion, women in law enforcement, marketing and recruitment strategy, as well as other topical area.
