Description
HSI International Operations is procuring a suitable, safe, and effective training facility that includes all necessary support to host five (5) International Task-Force Agent Training (ITAT) courses per fiscal year. The ITAT course is designed to provide mission critical training for up to thirty-two (32) Transnational Criminal Investigative Unit (TCIU) members per course with instructions on various areas of responsibilities and disciplines within the HSI portfolio.
The ITAT is a Law Enforcement Sensitive (LES), specialized criminal investigator training course, which includes classroom instruction, practical exercises of a multitude of disciplines, and a continuing case scenario which includes real-life role players, which enables them to engage in hands-on exercises where they are continuously performing subject-interviews, conducting mobile surveillances, and documenting their activities; all leading to executing an arrest and search warrant of their target of investigation .
The three (3) week ITAT course is offered by HSI Advisors and Subject Matter Experts (SMEs) in English, Spanish; and, as the TCIU Program continues to expand its global footprint, the course will be executed in a multiple other languages such Arabic, Thai, Romanian, Malay, Creole, Portuguese, etc.
The vendor will provide a suitable, safe, and effective training facility and applicable support to successfully host the full suite of curriculum for the ITAT course. The vendor will buildout various venues for the final phase of the continuing case scenario and furnish residences to resemble real-life scenes. Additionally, the vendor will be providing off-center lodging at a nearby hotel to accommodate the thirty-two (32) students/rooms and three (3) warm meals per day (breakfast, lunch, dinner) including weekends, at their in-house dinning facility. The vendor will also be conducting COVID-19 testing upon arrival to all ITAT students/attendees as part of their pre-requisite check-in. The vendor will also provide transportation during the ITAT course. This includes bus transportation for the students to and from the airport; as well as supply two (2) 15-passenger vans for the students daily use for the duration of the three-week course. The vendor will provide a fleet of vehicles, including two police-marked units, in order to execute the course s mobile surveillance practical exercises.
The vendor will provide English and Spanish speaking role players to properly execute the ITAT course continuing case scenario. Moreover, when interpreters are deemed necessary by the ITAT Program Manager (PM) for effective communication during the ITAT course, the vendor will procure consecutive interpreters and transcription services for classes where English or Spanish in not their primary language. Transcription services of classroom materials shall also be provided by the vendor when it is determined to be necessary for effective communication in classroom instruction.
