Description
The Interagency Security Committee (ISC) Compliance System (ISC-CS) Application is a Government off the Shelf (GOTS) package originally developed under a DHS Science and Technology contract. The ISC-CS Application is a Non-Major Application / IT, Level 3 program and consists of open-source software components used to develop the application including Node.js and Angular. The ISC-CS Application is a secure web-enabled platform which is hosted in the FedRAMP approved Amazon Web Services (AWS) GovCloud (US) and secured at the Moderate level. There is no hardware to procure for this program. Users accessing the ISC-CS Application at AWS GovCloud (US) travel through DHS Trusted Internet Connection.
Executive Order (EO) 12977 was created in 1995 to minimize the threat to federal facilities and states the ISC will develop a strategy for ensuring compliance with standards and oversee the implementation of appropriate security measures in federal facilities. Two of the duties assigned to the ISC through EO 12977 are (1) compliance monitoring and (2) a centralized database. The updated EO will encompass a requirement for the ISC to manage and track verification of ISC compliance.
The ISC-CS application allows for the monitoring of federal agencies compliance with ISC standards and policies that enhance the physical and cyber security posture of the federal government and impacts the future activities of the ISC. To provide overall compliance status and program oversight, the Department has a mission need for a capability to collect, analyze, report, and improve outreach for each agency s compliance with established ISC standards and policies. The ISC-CS provides that capability.
The ISC-CS is hosted on the AWS GovCloud (US) and has a geospatial component that maps federal facilities and their compliance with ISC standards and policies. The ISC-CS application provides the following functional capabilities:
a) Import/export data from webform and excel files
b) Graphical User Interface (GUI) to access system
c) Allow demographic data uploads (including geospatial information)
d) Run analytical dashboards and reports for compliance monitoring, tracking, and verification
e) Enable benchmark parameters to be changed by users
f) Allow users to view data via the GUI
i. Allow users to query data to perform data analytics via the GUI
g) Allow users to view geospatial data
h) Enable users to perform trend analysis
i) Generate structured reports that replicate queries
j) Generate and export raw data resulting from queries
k) Upload and store department/agency compliance reporting information for verification reviews
l) Track progress related to ISC verifications
