REQUIREMENT: Provide AE-DBB. First provide a Design and estimated cost to Repair Fender Pile System, Marginal Wharf, Bldg. 7176; NBK-Bangor. A construction year has not yet been determined. 1. Provide AE Design for structural repairs across the substructure and provides structural repairs across the substructure and superstructure both above and below the water line, along with associated electrical, mechanical, paving, mooring, access ladders, bull rails and architectural components of the Marginal Wharf. 2. Copy of customers completed 1391 has been located in the V-drive project folder. BACKGROUND: More than 70 fender piles on Marginal Wharf are severely deteriorated with two to four foot cavities at a depth of 15 to 20 feet below the water line and must be replaced. Some piles have completely eroded away below the waterline. The above water portion is attached to the wharf by pile hoops giving the false impression of structural integrity. In 2019, the TRF towed array barge broke through a deteriorated fender pile and was caught under the wharf. Towed array operations were delayed for approximately 9 months while the pile was replaced. While the poor condition of the wharf had been understood, this incident highlighted the need for replacement of the fender piles in the near term. JUSTIFICATION: To support the PSNS & IMF mission of performing intermediate maintenance of SSBN and SSGN Submarines at the Bangor site, a reliable additional site operating in tandem with the Delta pier and EHW sites is required for arrival, maintenance, refit and ...
