DHS Science and Technology Requirements for the National Academy of Sciences (NAS)

To consolidate requirements for the National Academy of Sciences (NAS) to investigate, examine, or experiment subjects of science or technology that are of significance to DHS and other federal agencies. To develop and apply relevant knowledge, technologies, tools, and science to protect the nation from terrorist threats and attacks. To assist in the recovery from man-made and natural disasters. To acquire scientific, technological, medical, and engineering related advice and expertise across DHS. To document the subject science or technology and to produce reports. NAS has provided these services to DHS previously. This Requirement will be fulfilled by the execution of a sole source non-competitive Basic Ordering Agreement to the National Academy of Sciences in accordance with 41 U.S.C. 33004(a)(5), FAR 6.302-5 Authorized or Required by Statute. The Congressional charter precludes NAS from competing in commercial markets. NAS has a mandate to advise the Federal Government on scientific and technological matters.
