Overview
Description
This SOW identifies three areas of general support required by TSA to perform its onsite pipeline-industry support and security analysis and reporting mission. These three areas are:
1. Corporate Security Reviews (CSRs)
2. General Program Analysis and Reporting
3. Critical Facilities Ranking
5.1 Corporate Security Reviews (CSRs)
A CSR is a company headquarters-based review of an operator s security policies, plans, and programs conducted with key executives and security personnel. During the review, recommendations are provided to companies to enhance their physical and cyber security policies and plans. The desired outcome of a CSR is for TSA to provide stakeholders a path leading to 100% integration of PSG measures. Achieving this outcome requires pipeline operators to formally identify all PSGs in corporate security plans and to engage all PSGs at all corporate pipeline facilities.
Onsite, unless otherwise authorized by the TSA PM, a Contractor with experience noted in Section 11 of this SOW leads 20 CSRs per Fiscal Year (FY), with the TSA CSR Program Manager (PM) and/ or other TSA/ TSA Pipeline Security Assessment Team (PSAT) representatives present at the on-site review. CSRs are conducted within the United States at stakeholder facilities.
The TSA CSR PM or designated TSA representative is the primary CSR stakeholder engagement lead and provides CSR guidance and program coordination information to the Contractor. Should TSA require additional CSRs, TSA shall retain the right to exercise an option during the base and any option year of the contract for the contractor to conduct an additional 10 CSRs.
