BRIC DTA Strategic Coordination and Communication Support

The Federal Emergency Management Agency (FEMA) requires contract support services to enable the Building Resilient Infrastructure and Communities (BRIC) program to enhance the foundation of its Non-financial Direct Technical Assistance (BRIC DTA) initiative and to support FEMA s ability to efficiently and effectively carry out its responsibilities to deliver BRIC DTA to communities and Tribal Nations. Requirements for the procurement include mission support to the BRIC DTA teams at FEMA Headquarters and in each of FEMA s 10 regions; development of strategic communication strategies, products, tools, and templates relevant for the entire BRIC DTA lifecycle; and support to develop the BRIC and BRIC DTA brands and ensure effective media outreach and engagement. The primary place of performance will be at the Contractor s facility and, as conditions allow and in alignment with Office of Personnel Management policy and any supplemental agency guidance, at FEMA headquarters and regional offices. As determined by the Government, the Contractor is allowed limited access to the following government facilities: FEMA Headquarters located in Washington, DC, and the 10 FEMA Regions located in Boston, MA (Region 1), New York, NY (Region 2), Philadelphia, PA (Region 3), Atlanta, GA (Region 4), Chicago, IL (Region 5), Denton, TX (Region 6), Kansas City, MO (Region 7), Denver, CO (Region 8), Oakland, CA (Region 9) and Bothell, WA (Region 10). Meetings may be conducted in a virtual environment should conditions warrant. In support of its responsibilities under this contract, FEMA may request the Contractor to travel to locations within the United States, its territories, and within Tribal Nations.
