Description
The RQ-4 UA V program, managed by the Air Force, aims to enhance the capabilities of the RQ-4B Global Hawk, a high-altitude, long-endurance Intelligence, Surveillance, and Reconnaissance (ISR) platform. The primary goal is to maintain and maximize the performance of Block 40 capabilities until divestment. This involves ensuring effective operation in highly contested environments against peer and near-peer threats. The program also seeks to transition to space-based capabilities and new Concepts of Operations (CONOPS) as outlined in the National Defense Strategy.
The RQ-4 Capability Enhancements project focuses on design, development, integration, and testing to improve reliability and maintainability. It includes updates to aircraft airframes, cybersecurity measures, and mission-critical repairs of Government Furnished Equipment. Systems engineering, configuration management, test and evaluation, and fielding support for both the aircraft and its ground segment communication systems are also part of this effort. These activities ensure compliance with Department of Defense cybersecurity requirements for operation within the DoD Information Network.
The program explores interoperability enhancements through international standards and emerging architectural standards such as the USAF Unmanned Aerial Systems Command and Control Initiative. This includes periodic updates to operational flight programs, software upgrades, sensor enhancements for data distribution and storage, and improvements for operations in multi-domain contested environments. Maintaining interoperability with other platforms and Processing, Exploitation & Dissemination elements is crucial for effective intelligence dissemination.
The acquisition strategy for the RQ-4 program employs an evolutionary approach to provide timely combat capabilities while incorporating phased improvements as technology advances. Northrop Grumman Corporation serves as the prime contractor under various contract vehicles that cover development through sustainment efforts. The focus remains on supporting the Block 40 fleet until divestiture while ensuring efficient contract management and closeout actions.
