Description
The Joint Transportation Management System (JTMS) is part of the Air Force's Research, Development, Test & Evaluation efforts. It focuses on reforming financial and logistics capabilities within the Department of Defense's Transportation of Things. This initiative supports the 2022 National Defense Strategy by delivering integrated and streamlined transportation and financial data processes. JTMS is designed to enhance the Joint Deployment and Distribution Enterprise (JDDE) by automating the connection between transportation tasks and related financial activities, improving auditability and decision support through advanced business analytics.
The primary objectives of JTMS include closing major gaps in auditability within transportation spending across the Department of Defense (DoD). It aims to achieve improvements in data strategy focus areas such as Senior Leader Decision Support. The program seeks to provide a resilient transportation network that reduces duplicate capabilities while allowing users seamless access to transactional-level data. This effort involves evaluating integrated technologies and prototype systems in realistic operating environments as part of the Advanced Component Development & Prototypes (ACD&P) activities.
In FY2024, JTMS plans to continue pre-acquisition activities to support a projected FY25 prime integrator award. These activities include documenting existing architectures across various freight lines, conducting business process reengineering, managing organizational change, defining auditability system requirements, and developing market research and acquisition strategies. By FY2025, the program will focus on capturing enterprise-level distribution processes to enhance JDDE understanding, supporting both current and future program planning.
The acquisition strategy for JTMS follows the DoD Instruction 5000.75 process for a Defense Business System. It involves utilizing various contracts to reform financial and transportation processes effectively. The program also includes establishing a secure cloud hosting environment and procuring necessary ERP software licensing to support its operations. Through these efforts, JTMS aims to deliver a comprehensive solution that enhances operational efficiency and accountability within DoD's transportation management framework.
