Joint Targeting Integrated Command and Coordination Suite (JTIC2S)

The Joint Targeting Integrated Command and Coordination Suite (JTIC2S) aligns with the Army's Long Range Precision Fires and Network modernization priorities. This initiative aims to deliver an advanced software solution for fire support management, providing a comprehensive operational picture for joint and coalition partners. JTIC2S is designed to replace the legacy Joint Automated Deep Operations Coordination System (JADOCS), which is becoming obsolete due to its outdated software architecture. The new system will enable commanders to integrate targeting efforts effectively, supporting Joint All Domain Command and Control (JADC2) and Multi Domain Operations (MDO) against near-peer adversaries.

Development of JTIC2S began in FY 2024, focusing on creating a software-only solution using Continuous Integration/Continuous Delivery (CI/CD) methodologies. This approach incorporates modern software development practices, such as agile methodologies and DevOps tools, alongside human-centered design processes like Soldier Touch Points (STPs). These processes ensure that the software meets the priority needs of the Warfighter by incorporating iterative testing and user engagement.

In FY 2025, JTIC2S will undergo significant development activities, including system integration and testing to enhance joint capabilities. The program will focus on machine-to-machine communication functionalities essential for multi-domain operations. Additionally, project management efforts will be intensified to oversee complex development phases, ensuring that all aspects of systems integration, engineering development, operations, and safety are adequately managed.

The acquisition strategy for JTIC2S involves leveraging existing Science and Technology investments and legacy JADOCS capabilities to deliver a Minimal Viable Product through CI/CD processes. Future enhancements are planned through an Indefinite Delivery/Indefinite Quantity contract aimed at incorporating industry-leading solutions into the Fire Support Command and Control portfolio. This strategy ensures that JTIC2S remains adaptable to evolving technological demands while maintaining interoperability with Army, Joint, Intelligence Community, and Coalition Forces systems.
