Description
The Joint Tactical Ground System (JTAGS) is an Acquisition Category III program that plays a crucial role in providing missile warning message data for the Air and Missile Defense architecture. This system enhances the performance of Integrated Air and Missile Defense Fire Control Systems and Composite Army Air and Missile Defense Brigades. JTAGS disseminates near real-time warning, alerting, and cueing information on ballistic missile launches and other tactical events throughout various theaters using existing communication networks. This capability is vital for supporting Combatant Commanders in their Areas of Responsibility, with four units deployed outside the continental United States in key theaters such as the United States Pacific Command, Central Command, and European Command.
The JTAGS program has undergone significant development through its Pre-Planned Product Improvement (P3I) initiative, which upgraded the system to a Block II configuration. This upgrade allows JTAGS to operate with the next generation of Space Based Infrared System satellites, improving warning tactical parameters and timeliness. The P3I program was structured as a two-phase development effort based on the 2009 Operational Requirements Document, with Phase 1 completed earlier and Phase 2 concluding in FY2022. The Follow-on Test and Evaluation phase was also completed in FY2022, with Materiel Release efforts planned for FY2023.
As part of its ongoing evolution, JTAGS addresses emerging threats and integrates new sensor capabilities through its Block II Capability Development Document (CDD). This document outlines requirements driven by user needs that were not anticipated during the original ORD validation. The focus remains on integrating cyber hardening advances and defense mechanisms against emerging threats. The program's transition to the US Space Force in FY2024 marks a significant shift in its management and operational oversight.
The acquisition strategy for JTAGS emphasizes leveraging Non-Developmental Items and Commercial Off-the-Shelf components while ensuring thorough developmental testing to verify performance and operational effectiveness. The contract for the continued development of JTAGS Block II capabilities was awarded as a sole-source follow-on contract to the incumbent contractor in May 2022. This approach ensures continuity in addressing new threats and integrating future satellite sensors as part of ongoing efforts to enhance national defense capabilities.
