Description
The Initial Spares/Repair Parts program within the Air Force is designed to ensure the availability of necessary components and assemblies for newly fielded aircraft systems. This initiative is crucial for maintaining operational readiness and involves providing initial spares for various aircraft, including major defense acquisition programs like the F-35, KC-46A, and MQ-9 Reaper. The primary objective is to fill the initial pipeline with repairable and consumable parts required at all supply levels to support new aircraft systems and modifications.

The program is divided into two segments: Working Capital Fund (WCF) Spares and Exempt Spares. The WCF Spares segment uses obligation authority to procure initial spares, which include Readiness Spares Packages, New Acquisition Spares, and Support Equipment. Once delivered, these spares are reimbursed through a central procurement account. Exempt Spares are financed directly through contracts and cover items such as Whole Spare Engines, Contractor Logistics Support, and Classified Equipment.

Specific goals of this program include supporting various modernization efforts across different aircraft platforms. For instance, funding will procure initial spares for B-52 modernization programs like Technical Data Link and Crypto Modernization. Similarly, funds will support the procurement of initial spares for F-35 production Lot 19 and Depot Lay in spares for engine maintenance. These efforts are aligned with ensuring that the Air Force meets its operational capability requirements while maintaining high mission-capable rates.

Additionally, the program addresses diminishing manufacturing sources by securing critical components for platforms like the HH-60W helicopter. It also supports training systems and site activation for new aircraft such as the T-7A trainer. The Initial Spares/Repair Parts program plays a vital role in sustaining Air Force operations by ensuring that all necessary parts are available to maintain aircraft readiness and effectiveness across various missions.
