Description
Threat Simulator Development is a part of the Air Force's Research, Development, Test & Evaluation (RDT&E) budget activity. The program aims to develop a comprehensive set of indoor and outdoor test facilities to implement the Air Force Electronic Warfare (EW) Test Process. This includes testing EW systems, including Directed Energy (DE), and acquiring foreign materiel to thoroughly test and evaluate threat systems affecting our EW systems. The program supports investment management and coordinated technical oversight of EW T&E facilities, studies, analyses, and related documentation.

Additionally, Program PE 0604256F provides funding for Electronic Combat Intel Support to ensure the ability of operational commands to test and develop effective Electronic Attack/Electronic Protection (EA/EP) techniques and tactics. It supports deployment of systems to test facilities, travel of personnel to the test sites for evaluation and validation of test results, range and laboratory costs, test consumables, costs for instrumentation of systems, and contracted engineering support for the conduct of tests and subsequent reporting. The program aims to prevent future aircraft losses due to improper aircrew tactics by providing necessary funding for these activities.

Overall, the program's objectives include improving and modernizing test capabilities to conduct and support the Air Force EW test process. It plans for continued execution of development, procurement, integration of EW programs such as National RCS Test Facility (NRTF) Modernization and Measurement, Infra-Red Countermeasure-Capability Modernization (IRCM-CM), Electronic Combat Range - Dynamic Moving Target Simulator (ECR-DMTS), among others. The program also includes continued funding for SETA support necessary to implement planned Air Force test processes and infrastructure for I&M capabilities.
