Description
Integrated Tactical Communications under the Army's Research, Development, Test & Evaluation budget activity, aims to develop and deliver an end-to-end tactical network in support of the Army2030 Multi-Domain Operations. The program aligns with the Army Network Modernization Strategy and focuses on Unified Network, Common Operating Environment, Interoperability, and Command Post Mobility and Survivability. It aims to develop the System of Systems (SoS) network architecture through continuous test and evaluation, including user/soldier feedback, lab-based risk reduction, field-based risk reduction, and concept development. The program's mission is to validate the N-CFT's Design Goals for every Capability Set and equip operational units with residual prototype capability.
The FY 2024 resources for the Integrated Tactical Network Middle Tier of Acquisition effort will be used to execute SoS architecture development through engineering analysis, lab-based testing, cyber electromagnetic activities, and an operational demonstration. The program will address cyber vulnerabilities that reduce risk related to the integration of the system of system architecture. Additionally, it will purchase commercial off-the-shelf items needed by utilizing various contractual vehicles. The total cost of the Integrated Tactical Network Middle Tier of Acquisition effort is $76 million RDT&E from FY23 to FY28.
The program's specific objectives include hosting several testing events to include Lab Based Risk Reduction, technical tests, and Cyber Events to burn down risk and identify gaps in the network architecture. It will also undergo similar testing for subsequent Capability Sets (CS27 & CS29) to establish a network baseline that will ultimately lead to a fielding decision. The program aims to provide Warfighters with a residual enhanced operational capability and posture the Army for decisions on follow-on rapid fielding efforts or tailored DoD Instruction 5000.02 program acquisitions following each iteration.
