Description
The Electromagnetic Aircraft Launch System (EMALS) is a procurement initiative within the Navy's Other Procurement budget activity, specifically focused on Aviation Support Equipment. The primary goal of this program is to replace the C13 Steam Catapult System aboard Ford class carriers with an advanced technology aircraft launch system that provides improved reliability and maintainability, reduced manning workload, and increased operational availability. The funding for FY 2024 is aimed at completing non-recurring engineering, procuring kits, and funding associated installs in support of the E22 Build, as well as beginning non-recurring engineering in support of the E24 Build and procuring EMALS Depot Level Support Equipment.
The specific objectives of Program 4219 include addressing hardware obsolescence, safety software upgrades, and maintenance equipment procurement to ensure the continued operational capability of EMALS. The program also aims to support directed cyber mandates to ensure compliance with cyber issues in EMALS operating systems. Additionally, the funding will be used to address critical or obsolete parts in major or subcomponent systems within EMALS, improve reliability, enhance operational capability, and ensure safety of flight operations. The program's approach involves a build strategy (Block upgrade) that allows flexibility to address critical obsolescence, reliability, operational, or safety upgrades in a given year while avoiding multiple overlapping software releases and design rework.
