Defensive CYBER Operations

Defensive CYBER Operations is a key element of the Army's defensive cyber capabilities, supporting the Army Cyber Command (ARCYBER), Information Warfare Operations Center (IWOC), Regional Cyber Centers (RCCs), Cyber Warfare Battalion (CWB), Multi-Domain Task Force (MDTF), Cyber Protection Brigade (CPB), and Cyber Protection Teams (CPTs) in COMPO 1/2/3. The program aims to deter, destroy, and defeat enemy offensive cyberspace operations, gain time, achieve economy of force, control key terrain, protect critical assets and infrastructure, and develop intelligence. It consists of platform programs that provide defensive capabilities in cyberspace through hardware and software solutions. The specific objectives include procurement, fielding, and training of solutions that fill capability gaps outlined in the Army DCO Information Systems Initial Capabilities Document (IS ICD).

The FY 2024 Base procurement for Defensive CYBER Operations includes funding for Garrison DCO Platform systems to support customer-defined priority locations for fielded GDP systems at select installations. It also covers the procurement of new Tech Evolution Deployable Defensive Systems providing fly-away kit capabilities and DCO Development Environment Armory support. Additionally, program management support is included to cover government matrix personnel and contractor management services for implementation, fielding, system engineering, logistics, training, programmatic, and acquisition supporting DCO capabilities. The program's acquisition strategy utilizes multiple existing contract vehicles including Other Transactional Authority (OTA), Federal Acquisition Regulation (FAR)-based contracts, Blanket Purchase Agreements (BPA), and Basic Ordering Agreements (BOA) to deliver new technologies and capabilities as prototypes and to field updated capabilities.
