Description
Communications Security (COMSEC) is a critical funding line that supports the Army Modernization Priorities in support of LOE 1, Unified Network. The program aims to ensure that battlefield communications are secure and mission-capable by providing Communication Security (COMSEC) to operate at National Security Agency (NSA) classification levels of SECRET and TOP SECRET. The program consists of two sub-programs: COMSEC Cryptographic Systems (CCS) and Army Key Management Infrastructure (AKMI). Project B96002 focuses on procuring and fielding NSA products that encrypt communication, while Project B96004 delivers the NSA cryptographic keys to systems that require keys for encrypted communications. Without this funding, secure communications of classified data would not be possible, impacting the Army's ability to maintain secure communication channels.

The specific objectives of this budget line item include accelerating the procurement of legacy encryptors, supporting the procurement and fielding of modern In-Line Network Encryption (INE) and Secure Voice (SV) devices, and delivering the NSA cryptographic keys to systems that require keys for encrypted communications. Additionally, the funding aims to increase automation, reduce soldier oversight, manage, and deliver key products to the tactical edge up through strategic End Cryptographic Units (ECUs). The program also supports integration for Key Management Infrastructure (KMI) Increment 3 services, modernization of fill devices, emerging radio planning and configuration requirements, government and contractor engineering support, Post Production Deployment Software Support (PPDSS), system technical and software support of the AKMI components, and the development and updating of Web-based training for AKMI components. This budget line item is essential for use by the active and reserve components of the Armed Forces for homeland defense missions, domestic emergency responses, and providing military support to civil authorities.
