7 - Personnel and command support equipment
Description
Command Support Equipment is focused on the procurement and systematic replacement of investment items required to support the Navy's operational mission. This includes the purchase, replacement, and upgrade of various pieces of equipment such as Cable Replacements, information technology (IT) Infrastructure, Security Systems, and Aviation Support Equipment. The program aims to improve the fleet and shore establishment by maintaining or expanding existing capabilities or replacing ineffective units. Additionally, it supports critical cable plant repair/upgrade, Voice, Video, and Data Infrastructure, security disintegrators/systems at worldwide Base Communications Office (BCO) sites throughout the Pacific and Atlantic areas of responsibility.
Furthermore, the program provides essential support for Electronic Military Personnel Record System (EMPRS), which serves as the official repository for all Department of Navy official military personnel record images. It also supports planning and decision aid systems operated by the Navy for command and control capabilities at the operational level of war. The overarching goal is to enhance Navy's operational-level command and control by establishing baseline capabilities in globally-networked Maritime Operations Centers (MOCs) enabling Navy Forces to assume a range of Service and Joint roles while continuing to accomplish traditional Fleet management functions. These efforts aim to achieve effective, agile, networked, and scalable MOCs employing common doctrine, standardized processes, and common C4I systems.
The program also focuses on modernizing technology solutions to improve service delivery to Sailors and Fleet readiness while reducing technology footprint and increasing accountability and audit readiness. It supports initiatives such as Data Center Consolidation (DCC), MPTE Core Transformation, Planning and Decision Aid System (PDAS) Equipment Modernization, Maritime Operations Center (MOC) Procurement, and Baseline Equipment for CPF Admin Facility. These initiatives are aligned with the Department's transformation plan to replace legacy systems with modern solutions that better support Navy's ability to execute its mission efficiently.
