SARA, Inc. has extensive experience with the high-altitude electromagnetic pulse (HEMP), electromagnetic environmental effects (E3), and electromagnetic interference (EMI) military standards and handbooks across a range of platforms (ground, airborne, and maritime). SARA provides direct support to DTRA in testing and in development of standards for fixed facilities, ships, and aircraft. These standards and specifications provide the HEMP protected performance criteria which the protected systems are expected to meet. Assessment of low-risk, high-confidence HEMP survivability, based on testing, documentation of hardening, and inspections is described for ground-based systems in MIL-STD-188-125-1 (fixed facility) and MIL-STD-188-125-2 (transportable systems). In addition, SARA possesses design and test experience in HEMP survivability of airborne assets ranging from the 1970's to the most modern aircraft, the B2, and strategic EW related aircraft.

HEMP hardening performance in accordance with MIL-STD-188-125 is a test-based performance methodology accomplished via a set of specialized test methodologies, each of which is designed to measure and compare threat-relatable stresses to prescribed strengths. MIL-STD-188-125-1/2 accomplishes this through 3 test methodologies; Appendix A, which deals with quantifying the attenuation performance of the shield barrier and is referred to as SE; Appendix B, which deals with quantifying the performance of all electrical POE protection devices and is commonly referred to as PCI; and Appendix C, which deals with facility wide SE and coupling to installed internal subsystems during normal operation and is referred to as CWI. MIL-STD-188-125-1/2 provides guidelines, procedures, and test protocols required to demonstrate that a facility complies with the HEMP survivability requirements. SARA maintains a set of custom equipment capable of meeting the MIL-STD test requirements.
