Objective
The Matching Grant Program was created in 1979 as an intensive case management program with the objective to fast track new arrivals toward economic self-sufficiency six months (180 days) of program enrollment, without accessing public cash assistance. The Matching Grant Program assists refugees in becoming self-supporting and independent members of American society by providing grant funds to private nonprofit organizations to support case management, transitional assistance, and social services for new arrivals

Applicant Eligibility
Grant awards are limited to private nonprofit organizations that have a Reception and Placement Cooperative Agreement with the Department of State or Department of Homeland Security.
Beneficiary Eligibility
Refugees, certain Amerasians, Cuban and Haitian entrants, asylees, certified victims of a severe form of trafficking, and Special Immigrants from Iraq and Afghanistan are the beneficiaries. Detailed information on eligibility of ORR-funded projects is available at 45 CFR 400.43 and ORR Policy Letter 16-01, which can be found on the ORR website at: www.acf.hhs.gov/programs/orr/resource/policy-letter-16-01. Enrollment must occur within 31 to 90 days of the individual’s date of eligibility. The date of eligibility for Matching Grant Services is counted from the date of arrival into the country for refugees and Amerasians; the date a Cuban/Haitian becomes an entrant; the date of the final grant of asylum for asylees; the date of the certification or eligibility letter for Victims of Severe Forms of Trafficking; and the date an Special Immigrant Visa (SIV) arrives in the U.S. or the date of adjustment of status if applying for Special Immigrant Status within the U.S. At least one member of the case unit must be deemed 'employable' for the case to be enrolled in the Matching Grant Program, and all other members must be otherwise Program eligible. Elderly or disabled individuals who are expected to receive Supplemental Security Income within nine months after arrival; individuals who are already economically self-sufficient; and individuals receiving other forms of cash assistance or supplementary income are not eligible for the matching grant program.
